You can do plenty with 9M SP. I've only got 2 million and I've done my fair share of fighting in a Ferox. Just join a corp, they'll set you up the the ships and skillbooks you need. Pandemic Horde is on the Moneybadger/Anti-Imperium side, and we provide a skillbook pack for newbeans and free frigates for everyone.
Also, don't bring an Ibis. It has really bad damage and health and everyone will think you're a cyno ship and you WILL get primaried and die.

Well, you can't really declare war on a bunch of stupid rats now can you? Of course it's PvP! If you want to know how to help/fight, join a corp on either side and they'll give you a ship and point you at some goons/moneybadgers to shoot at. CCP can't say what systems the war is in because it's not their say, it depends on what objective people are trying to take.

You get fun and excitement, the best loot of all! If your fun per hour is low, there's barely a point in playing.
That and it pads your killboard too.
